Secret bills that nobody reads

Senator Jim DeMint (R-SC) is concerned that 94% of Senate legislation is passed without debate, amendment, or roll call vote. These bills are passed without accountability, often on holiday weekends when most members are out of town. Moreover, nobody knows who writes them, so not only do we have secret bills that nobody reads, but we also have secret writers writing the secret bills that nobody reads.
